Download and installed allstar3-arm64-3.1.1 fresh install on a Pi4
in attempting to install SkywarnPlus on my new install I get the error:
I have attempted both automated and manual installs.
any work arounds or suggestions ?

pydub was removed from Debian because it's long-dead code and doesn't work with Python 3.13.
I'm not sure if @Mason10198 is supporting Debian 13 yet.
I haven't touched SkywarnPlus in a long time - since before my daughter was born. I just don't have the time. I had a lot of ideas and had planned on starting work on a much improved release of SWP at some point... but after sharing those thoughts with the wrong person, they decided to rip off my ideas and even the name of my project for their own personal gain, with absolutely zero attribution given to the original project. This was quite discouraging, and caused me to completely lose all interest in putting forth any additional time or effort into SkywarnPlus.
Maybe one day I'll upgrade to Deb13 myself and have to get around to fixing some things so I can run SWP on my own machine(s). Maybe I'll share those fixes.
Anyways, I wouldn't hold my breath waiting on any updates to SWP. Sorry. I would say that my project is open to contributions and pull requests if anyone else wants to help, but it seems that's just wasted breath as folks nowadays would rather just copy/paste (not even fork) someone elses project into an AI for a few "upgrades" and then pass it off as their own "original" project.

so with the new ASL3 Install we can’t install Skywarn Plus???
SkyWarnPlus is no longer maintained as announced on its GitHub page. It relied on an obsolete library no longer provided by Debian 13 Trixie and will not work on that platform. This is not an ASL3 issue.
go look at m_app in kd5fmu’s github repo. You will find the patch to use pip to install the packages for python13 that are no longer supported by debian trixie upstream.

I hope that You and Your family are doing wonderful and amazing. I just arrived on ASL3 not too long ago. I just wanted to thank you for SkywarnPlus. I’m sorry to hear that someone had betrayed you. I hope that You will continue your endeavors and keep making awesome stuff. I don’t know if you have a donation page or buy me a coffee. I would definitely contribute.
