Private node linking

I have two Rasp pi 4. They set up for private. I would like to be able to have one pi on the repeater and one on a simplex radio to link from one repeater to the other. There is NO internet at one site. How do I set up node A 1976 t repeater to connect to Node B. 1977. When either the repeater or simplex radio is keyed, both nodes need to key. I am sure this is simple, but I am missing something. Here is what I have done. Nothing else yet. This is my first attempt going this deep with Allstar.

This is not possible without a data connection between the two.
Not necessarily ‘internet’ but network connection.
The software relies on a digital network IAX2 connection.
So you need some network connection between the two.

Yes there will eventually be the exact same configuration at the site with internet. RF link to node 1976. So Node 1976 and 1977 are at the same location. One is on the RF link simplex radio and one on the UHF repeater. So I need 1976 and 77 to connect to each other. I knew that I would have to make up a network be it 192.xxx or 10.xxx. I don’t know the configuration to make those two talk, key at the same time. 1976 hears a signal from the other simplex node up on the mountain, maybe it will be node 1975, then keys 1977, the repeater. Thus a RF link from the two sites.

Well, where does allstar fit into this connection scheme ?
