I can't find a way to open a port (3000) and associate it with an IP address (in this case, 0.0.0.0) in the ASL3 panel.
Can anyone tell me how to do this?

Are you asking how to forward an IP port to your node? If so, that's a change that you would make in your router (not the ASL3 server).
Or, are asking how to allow network traffic into your server that is currently blocked by the firewall? If so, you would make that change using Cockpit Web Admin Portal's (use the "Networking" link and then in the Firewall section use the "Edit rules and zones").
