Are you asking about how to use the AllStarLink network? The majority will access the network using a FM repeater that is AllStarLink enabled. A list of nodes is available from AllStar Link Node List. But, there are other ways to connect with the AllStarLink network including using a cell phone applications.
On iPhone devices, many find the RepeaterPhone application works well. For Android devices, check out DVSwitch Mobile.
