If the green LED is not blinking the HSR is not seeing the USB connection to Asterisk. With the correct simple-tune-menu and asl-menu setting the LED will blink regardless of the SA818 settings.
Also, make sure you have the USB-C cable connected with the Programming label facing down for operation and facing up only when you need to change the SA818 radios setup.
