when the Motorola repeater is powered down, the allstarlink stays keyed up. I think I heard somewhere that this happens with Motorola. Do you have any idea how to fix it? Is it in the repeater programming? Do I need to jump a pin somewhere?
I had this with my Kenwood TM-V71A. In that case, I changed the PTT logic from active high to active low (maybe the other way around), then inverted the polarity of COS in simpleusb or usbradio, which ever I was using at the time.
I don’t know how to do that specifically with Motorola stuff, but that’s probably what you need to do.

I could be that you need to add a transistor to invert the logic as well as changing the setting in the software.

Using Active Low COS logic from a radio is notoriously well-known to behave as the OP describes. One reason I never use it. NEVER
