Does the ptt need to be active for the node to use dtmf input?

Never COS from the command line.
Likely always COS from radio input, but I never tested that with all duplex modes.
How else would you get audio to a radio channel driver ? Audio gate opens at COS.
Always active in a sip/iax connection off-hook.
Full duplex mode will switch the radio to Tx as soon as it receives. Be sure to set duplex = 1 if you don’t have a repeater or full duplex hotspot.
