If listening via Echolink are Allstar connections announced to the Echolink side?
Is this configurable and if so, what variable.

By default, no. Telemetry from ASL won’t also make it to Echolink. It probably should stay that way, but if, for some reason, you want to change this, there is a parameter to do just that.
From rpt.conf:
;echolinkdefault = 2 ; 0 = Telemetry output off
; 1 = Telemetry output on
; 2 = Timed telemetry output on command executi>
; 3 = Follow local telemetry mode
So, by default, that line is commented out, thus there will be no telemetry on echolink.
Note that telemetry also includes IDs, courtesy tones, etc.

I believe if you check, announcements like that are forbidden on EL.
Which is why you don’t hear them,
At one time, several versions ago, you could hear Allison on EL along with all the connection announcements.
Not sure why that is needed anyway. A novelty in the way of real communications.
EL users can’t change asl connection paths anyway. And we have allmon+ to watch status or bubble charts.
