After the installation of the Voice Time Announcement on the hour, I have a double time announcement not one but two. Any ideas to fix?

Try looking in “sudo crontab -e” to see if there are multiple lines for the same action.
Along the same line as Brians comment,
Check the system sched (rpt.conf) for typo, double entry etc.
